H.E. MR. MICHAEL CHILUFYA SATA IS ZAMBIA’S FIFTH REPUBLICAN PRESIDENT

Zambia has just undergone another election season. Mr. Michael Chilufya Sata, who had run for the Presidency four times in the past, was declared new President of the Republic of Zambia following the 20th September 2011 national elections. His swearing in ceremony was held at the Supreme Court grounds where a mammoth crowd turned up to witness the occasion.

The outgoing Movement for Multiparty Democracy (MMD) Party had ruled Zambia since 1991. In a national broadcast address, its leader and Head of State since 2008, H.E Mr Rupiah Bwezani Banda conceded the election loss and wished his successor every success in the new job. He, together with first President, Dr. Kenneth Kaunda also accompanied the victorious new President for the swearing-in ceremony, held on the afternoon of 23rd September, 2011. In all, ten (10) persons had contested for the presidency.

In his acceptance speech, President Sata promised to fulfil all of his electoral promises, including forcing foreign companies to improve working conditions. He stated that he would reduce the size of government and tackle corruption. He also promised to re-introduce the windfall mining tax and to promote Policies that will bring greater benefit to poor people.

President Sata formed the Patriotic Front (PF) political party in 2001, before losing an election that year and subsequently in 2006 and 2008. In this year’s election, he polled 1,170,966 votes representing 41.98% of the votes cast while his nearest rival, former President Banda had 987,866 or 35.42% of the vote.

The new national assembly comprises 60 parliamentary seats for the PF, 55 for the MMD, 28 for UPND and 1 seat each for the Alliance for Democracy and Development ( ADD) and the Forum for Democracy and Development (FDD) respectively. Three (3) independent candidates also succeeded in securing parliamentary seats.

ZAMBIA BUSINESS SEMINAR IN STOCKHOLM

The Zambian Embassy in Stockholm, in conjunction with the Swedish Trade Council held a one day business seminar on 7th June, 2011. The aim of the seminar was to inform potential partners on the prevailing opportunities in main sectors of the Zambian Economy. The areas of focus were agriculture, energy and mining.

The Seminar was opened by the Ambassador of Zambia, H.E Mrs Anne Luzongo Mtamboh. Among the Zambian experts who presented information on their areas of competence were Dr. Emmanuuel Pamu Mulenga, Director, Economic Department, Ms. Langiwe Hope Lungu and Mr. Saul Jere, Principal Energy Officers, Mr. Coillard Hamusimbi from the Zambia National Farmers Union, and Mr. Michael Isimwaa, Chief Agricultural Statistiacs and Data Analyst, Ministry of Agriculture and Cooperatives.

In her statement, the Ambassador outlined that Zambia was amongst the fastest growing emerging economies in Africa and is projected to grow by more than 6 per cent during the period 2010 to 2015. She pointed to prevailing business opportunities in irrigation farming while pointing to the many agro products that had proven potential, including Coffee, sugar, organic products, horticultural and floricultural produce, all of which could be grown  throughout the year.

She also highlighted the fact that with the increased investment in the mining sector, there has been a huge increase in demand for electricity, which has outstripped Zambia’s installed electricity power capacity of 1948mw.  She encouraged the Swedish private to invest in large and mini hydro power stations to develop usable hydro power potential of 6,000 mw.

The Ambassador however bemoaned the negative trade imbalance between Zambia and Sweden arguing that there were lots of mutually beneficial opportunities available for exploitation. She said that both the governments of Sweden and Zambia were working to increase trade between the two countries.

In her statement, the Swedish Ambassador to Zambia, H.E. Marie Andersson de Frutos called for the enhancement of the collaboration which the two countries had enjoyed in their 45 years of diplomatic relations.  The Swedish Ambassador added that current Swedish cooperation strategy for Zambia, running from 2006-2011 was aimed at broadening relations beyond aid, and looking at ways of building a self-sustainable collaboration.

On behalf of the Swedish Trade Council, Mr. Håkan Bengtsson, Trade Commissioner, head of Southern Africa outlined the role his organisation was playing in establishing relations between the Swedish business men and their counterparts in the Southern African region. He said that his organisation, supports Swedish companies with strategic and hands-on assistance in all phases of trade development. This included, examining opportunities, Information & Knowledge, examining steps to export and also supports Market selection etc

Among the areas highlighted in the presentation were the opportunities created by opening up of farm blocks, provision of feeder roads, communication, power and irrigation facilities for the mining sector. In mining there existed opportunities in exploitation of Diamonds, gold, Zinc, Coal, Uranium, Nickel and gemstones.

The privatisation of mines such as Konkola and Bwana Mkubwa Mines, and the greenfield mines which been opened in Kansanshi, Lumwana and Munali Hills (Nickel) also offer potential for those interested in working with the current mine owners.

In Energy the power generation deficit offered opportunities in both hydro and thermal electric power. The situation was amplified by the electricity deficit within the regional countries and hence the need to develop new power generation plants across the country. It was explained that in the Zambian mining sector the peak demand for electricity had risen from 1,100 MW in 2001 to 1,500 MW and has been growing at 200MW per annum.

Current energy sources include biomass, hydro powered electricity, petroleum, coal and renewable energy. Only 22% of population has access to electricity, despite a 6,000MW potential and over 1,900MW installed capacity. The main Zambian energy source is traditional biomass (firewood, charcoal and agriculture residues).

It was explained that Zambia has the Rural Electrification Master Plan, which provides for a systematic electrification of the rural areas, and a Power Systems Development Master Plan, that provides for the development of generation, transmission and interconnector infrastructure.

The Oil and Gas sector in Zambia is now attracting the attention of investors following encouraging results of the Microbial Testing of the soil samples obtained in North Western, Eastern, Western, Northern and Southern Provinces. So far 7 exploration licences have been awarded to local and international companies.

Zambia’s proven reserves of coal justify the development of coal fired power plants. The estimated investment is between USD2 million and USD 3 million per MW. Currently one project (a Public Private Partnership) to set up a 300MW coal powered thermal plant at an estimated cost of USD 450 in Maamba is on the drawing board.

Uranium has been discovered in valleys in Zambia without economic activities (including farming). Zambian uranium deposits all have the potential to process their ores which can be shipped to enrichment and fabrication facilities.

Zambia has renewable energy sources of Solar (6-8 sunshine hours a day with a potential energy output of 5.5kWh/m2/day), Biomass (50 million hectares of woodlands, agro wastes, forest wastes and sawmill wastes) and Geothermal (80 hot springs in Kapishya Plant).

There is potential for biodiesel, ethanol and subsidiary industries related to their production. Sugar cane and Jatropha are currently the major crops being considered for ethanol and biodiesel production. Other crops are sweet sorghum, soya and palm oil.

The Swedish business partners who presented papers on their work in Zambia included, Mr. Stafan Kullander from the engineering giant ABB, Mr.Jan-olof Arnbom from the Geological Survey of Sweden (SGU)’s Meeting Points Mining project, Ms. Katrina Ericsson  from Tetra Laval on the Zambia School milk programme  and Mr Henrik Ribey, Coordinator of the Business for Development Programme (B4D) at Sida.
